Medicaid Reimbursement for CPMs by State
Certified Professional Midwives (CPMs) are not automatically reimbursed by Medicaid in every state they are licensed within due to the lack of federal recognition of the CPM credential under the Social Security Act. Unlike Certified Nurse-Midwives (CNMs), who are explicitly listed as mandatory providers, CPMs are not uniformly included, leaving each state to independently determine whether or not to cover their services. This fragmented approach leads to inconsistent access to care and creates financial barriers for families seeking out-of-hospital midwifery services. Federal inclusion of CPMs as mandatory Medicaid providers would not only ensure equitable reimbursement but also expand access to safe, community-based maternity care nationwide.
